SANCTIONS AGAINST SERBIA AND MONTENEGRO

Please refer to your letter of 13 August to Annadele Bouch and Daniel Sin's letter of 23 July to me. I am now in a position to reply.

You are correct to assume that you do not necessarily need a higher degree of proof to proceed with forfeiture in the case of the impounded C Blanco. However, we in the UK would tread carefully about taking such action without other reason to do so. We believe non-payment of debts associated with impounded vessels would be a much cleaner method of forfeiture.

With regard to the crew on the C Blanco, there is obviously no objection to you paying to repatriate the crew from whence they came and charging the bill to the ship owners (whose legal responsibility the crew remain).
