The Secretary of State has seen Washington telno 1186 reporting notification from the Americans of a further breach of sanctions by a FRY-controlled vessel in Hong Kong.
I should be grateful if you and Hong Kong Department could concert advice on whether this report is accurate, and if so how we might encourage the Hong Kong authorities to improve their performance on sanctions enforcement.
