30 December to Ms Annette Lee in the Hong Kong Government Secretariat, which was copied to you.

2. Ms Lee has now replied confirming that she is content with the line Mr Whitney proposed should be taken in the reply to the UN Sanctions Committee. A copy of her letter is attached for your records.

3. The only outstanding matter seems to be the question of whether SCR 713 has been applied to Hong Kong and other Dependent Territories. You agreed to reply directly to Ms Lee on this point. I would be grateful for a copy of your reply.
