Thank you for your fax of 26 July which I received at the same time as a letter from Professor Collier, Managing Director of Metstar Consultants.

I called today on Patrick Sham (Director of the Royal Observatory) and Peter Lok (Director of Civil Aviation Department) and I enclose a copy of my reporting letter to Professor Collier. I am also in touch with Professor Kenneth Young, Dean of Science at the Chinese University and Director of Varsity Resource Corporation, Metstar's joint venture partner for this contract.

I have suggested to Professor Collier that he call on me early next week to discuss next moves. Time is now getting very short and it does indeed seem that Metstar have serious competition, probably from NCAR. Price may not be a crucial factor. The bids I suspect will be judged on their technical excellence.

I understand that Professor Hunt, Chief Executive of the Met Office, has written; to Mr Richard Needham, the Foreign Secretary and Viscount Cranbourne to solicit their help.

I am therefore copying this letter and enclosures to Ms Deborah Barnes-Jones in HKD, FCO so that she too is in the picture.
