Mr Cardona hoped that once an industrial secondes had been appointed (as forecast in Mr Needham's letter), this person should pay an early visit to Hong Kong,

that thought to the DTI. It clearly made sense.

5. More generally, I told Mr Cardona that Mr Needham would be in Hong Kong in October. We agreed that it could be helpful if he could have a meeting with members of the Private Sector Committee. Mr Cardona will now reply to Mr Needham's letter making such a proposal.

6. Our discussion also covered the interface with southern China. He was aware of the February seminar involving the British Council. He was not up-to-date with the most recent meeting in Canton. I said that I would encourage the Council to keep in touch with the Private Sector Committee and the CET to try to ensure that initiatives and proposals for working with the Guangdong authorities were properly co-ordinated in Hong Kong.

Finally, I agreed that it would be helpful for me to call on Stephen Lam at an early date. I am of course aware that Tony Yu did so only recently. But Mr Cardona remains concerned that, notwithstanding the apparent lack of substantive progress between the CET and the US-Asia

Environmental Partnership, the links being established between CET and other non-British suppliers may work against the interests of British exporters.
