1. Thank you for copying to me your minute of 11 November to the Defence Secretary, in which you propose pressing ahead and

making a decision now.

2. Your proposal would appear to impose significant extra costs on the Hong Kong Government, beyond those foreseen in the paper

put to OPD (K) in June. I do not think it would be right to take

a decision on this without taking account of the Governor's

views. I therefore propose to consult Chris Patten. I suggest that we address the matter again when his views are available.

3. I am copying this letter to other members of OPD (K) and to

Sir Robin Butler.
