The HKMSC

f. Hong Kong Military Service Corps (HKMSC). is a force of locally enlisted Chinese soldiers who provide drivers, general duty soldiers, dog handlers and a variety of tradesmen throughout the units of the garrison. The HKMSC will become non-operational by 31

Dec 96.

g. The British garrison in Brunei consists of a Gurkha infantry battalion and a small garrison staff. It comes under HQBF Hong Kong for command, training and administration. From 1 Apr 95 HQUKLF will assume command of the British Garrison Brunei.

Royal Air Force. Royal Air Force units comprise:

RAF Sek Kong, comprising administration and engineering support.

REINFORCEMENT FORCES

6. On arrival in Hong Kong, reinforcing forces will move initially to a nominated barracks. The unit's equipment from UK will be moved from the airport to the barracks as soon as possible to enable the unit to re-deploy as required. Any equipment and stores provided locally by the garrison or HNS will be pre-positioned where possible.

THE ROYAL HONG KONG POLICE

The RHKP in its current organisation is commanded by the Commissioner of Police (CP) with a full staff at Police HQ. During an emergency the Force is organized into 4 Regions: Hong Kong Island (HKI), Kowloon (K), New Territories (NT) and Marine (M). Each Region is divided into Districts of which the more important are Frontier and Airport (Kai Tak).

All ranks in the RHKP are trained in riot control duties. As at Sep 93, there are currently 27,100 police men and women. There are also 5800 auxiliaries. Hong Kong is the second most heavily policed city in the world after Tokyo with 1 policeman for every 200 citizens. The force is supported by 6000

civilian staff.

9. The Force has 8 Police Tactical Unit (PTU) companies and 4 Emergency Unit (EU) companies, each consisting of 170 policemen, available at all times. These companies do not operate in their company structure for the purposes of routine police operations. The Force has a 5 stage mobilization plan:
