withdrawal should not be precipitate;

the need for AMG and Hong Kong to

bolster local and Chinese confidence

well before 1997 in the ability of

local forces fully to maintain public

order before and after that date;

(vi) EKG concern that the role of the

garrison post-1993 should be seen to be

that of a symbol of BMG's commitment to

and sovereignty over Hong Kong, and not

as a final guarantor' of internal

security.
