We understand that Ministers are minded to accept the proposals and would wish to take a final decision as soon as possible after learning of Members' views. Thereafter, we would inform the Chinese side. We would allow about three weeks for the Chinese side to digest the briefing before making a public announcement of the withdrawal plan. The public announcement would be made simultaneously by CBF in Hong Kong and MOD in London. A LegCo brief would be issued at the same time.
