THE PROBLEM

The Ministry of Defence (MOD), in consultation with the Foreign and Commonwealth Office, the Governor and the Commander British Forces, Hong Kong (CBF), have reviewed plans for the withdrawal of the Garrison. We need guidance from Members before Ministers finalise decisions.

RECOMMENDATION AND ADVICE SOUGHT

It is recommended that -

the review's recommendations (set out in paragraph 15 below) should be endorsed;

subject to Ministers' decisions on the review, the Chinese side should be informed and a public announcement made (paragraph 20); and

subject to Ministers' views we should also suggest to the Chinese side that contacts should be established between British and Chinese military authorities to discuss the practical details of the transfer of defence responsibilities (paragraph 18).

Members will be asked to advise whether these recommendations should be accepted.
