WITHDRAWAL OF THE GARRISON: PUBLIC ANNOUNCEMENT

1. I enclose a minute from the MOD with its attached PQ announcing the plans for the withdrawal of the garrison and a press Q and A.

I should be grateful for any comments you or Peking may have if possible deskby 160900Z. It seems fine to me save that there should I feel be an additional Question about how this affects the size of the Chinese garrison after 1997. Answer: the Joint Declaration gives the Chinese the right to station troops in Hong Kong after 1997. The size of their garrison is a matter for them.
