BGN is a sub-element of the HQBG BLB and DCts MPBW (Fin) had advised that a potential difficulty was that funding provision for HQBG has only been made by HQBF to end FY 94 /95, with no provision being made by HQ UKLF from 1995 (on the assumption budget transfer would be made from HQBF IHLB on transfer of command).

that this be advanced to 1 Apr 95.
This has been included in the MOD policy paper for the rundown. No difficulties in accommodating this change are anticipated and D Cts MPBW (Fin) have confirmed that arrangements for the budgetary transfer of Brunei to UKLF are in place.

FUTURE ROLE AND STRUCTURE OF THE HKSC
ACDS (0) reviewed the role and structure of HKSC in light of the current policy and clear way ahead for the rundown. The size of the HKSC had grown by about 50% in last two years and it was possibly becoming too large/unwieldy for

had been generally appropriate during the last few years). There was a need for the HKSC to be structured to deal effectively with developments and recommendations of rundown studies and papers provided to it in future, and more importantly to reduce and replace the need for the lengthy formal staffing of major papers on HK rundown issues.
18. ACDS (0) proposed to reduce the formal 'core membership' of HKSC, with representation normally at not less than 1* level. A '2* Group' was the ideal aspiration, but a '1* Group' might be more realistically achievable. Other staff should continue to attend future meetings in support of core members as necessary, but not with 'seats at the table'.

19. ACDS (0) cited examples of matters decided/discussed by the HKSC from 1994. included approval of NSWG plans, JFOS C2 Study, achievement of OPD (K) requirements, need for formal 1995 Review, HQBF HK Withdrawal Plan, reinforcement exercise policy, residual issues post-1997.
