papers provided sufficient policy guidance to facilitate detailed planning of rundown to 1997, and were based on a Garrison 'core' of one battalion, 3 x RN Patrol Craft and 4 AE + 2 IUR Wessex, plus support units. This made a total of about 3000 personnel, including LEC.

ACDS (0) emphasised that:
a.
OPD (K) called for a Garrison of around 3000 by Jan 95. This meant a reduction of some 6000 personnel over 16 months.
b.
There was
a
continuing need for effective reinforcement plans to support the smaller Garrison.
C. Although the Treasury had reservations over the way in which the rundown should be achieved, this should not affect the overall concept expressed in policy papers.
ACDS (0) went on to deal with policy for the final 12 months ETP plot and formal tasking of the Naval Staff Working Group (NSWG):

Other
ETP Plot. The current plan was for two ETP roulement battalions: one from Oct 96 Feb 97, one from Feb - Jun 97. options discussed included the possibility of one ETP (unaccompanied) battalion covering the final period Oct 96 - Jun 97, or of extending the last Gurkha battalion to Jan 97, and then one battalion covering Jan
Jun 97. Currently, ACGS and DMO advice was for the period to be covered by two roulement battalions in succession (each for 4.5 months), although CBF had
had asked for further work to be carried out on the option of extending the Gurkha battalion to Jan 97, with one UK battalion carrying out a 6 month ETP Jan Jun 97. The final decision will be reported at the next HKSC.

b. Tasking of NSWG The HKSC, on behalf of CDS, required the NSWG to:
(1) Consider possible options for composition of the NTF for a variety of withdrawal scenarios. CBF HK should determine with CINCFLEET:
(a) Base planning criteria that will affect number of troops to be embarked.
