7. By 1 Jan 95 the outline organisation of the Hong Kong Garrison will be as shown at Annex A, with an overall strength of approximately 3,000 personnel. The detailed organisation of the Garrison from 1995 is dependent on the outcome of two key analyses, of the structure of BFHK and logistic support for the Garrison.

8. In addition to ground mobility, there is requirement for air mobility (troop lift) in support of the Garrison concept of operations. The limited road network in Hong Kong, together with the rugged nature of the terrain in the New Territories, make the retention of an airmobile capability in support of the Garrison essential. It is however planned to reduce the Wessex force from 6 AE and 2 IUR aircraft to 4 AE and 2 IUR from 1 Apr 94. This reduction will allow one infantry company to be troop lifted into position in three waves. This is adequate to satisfy the immediate deployment requirement of the resident battalion and provide CBF with the flexibility to redeploy a complete platoon in one wave as necessary.

9. With the substantial reduction of the Garrison, all routine helicopter tasking, including air liaison and reconnaissance, could be undertaken by the Wessex helicopters. AAC helicopter support can therefore be withdrawn from Hong Kong as soon as practicable. Currently 660 Sqn AAC provides a detached flight to support the British Garrison Brunei.
Brunei. As this flight will be required to be operational until at least 1998, it should be accorded independent flight status and be supported from UKLF as soon as practicable.

10. In anticipation of the drawdown of the Garrison, CBF has commissioned a Study into The Future Structure Of BFHK. This study, which is running in parallel with the staffing of this paper, was to propose a plan to reduce the size of HQs in Hong Kong, commensurate with the reductions in
