in the process. The final outcome would surely be much less favourable

for UKG than the present DCA. It would be so easy for LegCo to

stonewall and decline to vote funds for the DCA forthwith. Remember

that China has promised not to charge for its garrison in Hong Kong

after 1997.

Much larger issues are at stake. It is important for both UKG and

HKG that the Garrison could achieve a dignified and orderly

withdrawal. The last thing anybody wants is an unseemly row over the
