HONG KONG OPD(K) MEMORANDUM
I now attach the final draft version of this memorandum, which has been cleared with the Chiefs of Staff. It takes account of a comment passed to me by Peter Ricketts on Friday evening, and the only other change from the last version I sent you is that the future garrison figure is adjusted from a maximum of 3,500 to approximately 3,000.
I am now submitting this text to the Defence Secretary for his endorsement. I understand you will be submitting in parallel to the Foreign Secretary.
