WITHDRAWAL OF THE GARRISON

1. Thank you for your teleletter of 8 June. The Defence Secretary has now approved the final version of the OPD (K) paper (copy enclosed) which is now with the Secretary of State. It should circulate to OPD (K) members next week and hopefully Prime Ministerial approval will be given the week after that. The MOD are keen that a press announcement should not be delayed too long for fear of the decision leaking. We therefore think that the Chinese should be informed of the decision as soon after it is made as possible. It is possible that they will ask for a full briefing, but I do not think we should delay announcing the decision until that is done.
