6. Assuming that the HKG indicate no change from their current position, the significance of the proposals is such that an early Ministerial decision will be sought at OPD (K). It is hoped that this will be achieved by the end of May 93. Clearly, there is no point in proceeding with the Review based on the COS paper (which recommended a two battalion Garrison to end 1996) until the OPD(K) decision is taken. At that time it will be necessary either to re- start the Review staffing process with the draft for HODS (if the OPD (K) endorses the current Garrison force levels and rundown concept), or alternatively to initiate a considerably revised draft (probably for 2* circulation) reflecting any policy changes provided as Ministerial direction by the OPD (K). In the latter case, the OPD (K) direction would replace the COS paper as the policy base for the Review.
7. In either case, it is now unavoidable that the staffing process will be delayed, and it is unlikely that the 1993 Review will be submitted to the COS for endorsement before mid to late Aug 93. The extent of any changes directed by Ministers will of course affect directly the amount of supporting staff work in the UK and in Hong Kong required to produce an appropriately revised Review document to COS and Ministers for final endorsement. I attach a provisional revised staffing timetable for the 1993 Review. This assumes that OPD (K) will meet at the very end of May 93. This timetable will be further revised if necessary as the situation develops. The Hong Kong Steering Committee will be advised of the current situation at its meeting on 31 Aug 93.
