The draft OPD (K) paper (enclosed) on the accelerated withdrawal of the garrison has now been passed to the Chiefs of Staff in the MOD. Although MOD are not inviting drafting amendments (unless there is anything in it which you feel is horrifically wrong) and Security Branch have seen it in an earlier draft, we and the MOD thought that the Governor should be given a chance to see it in its (we hope) final form. We and the MOD intend to submit it to our respective Ministers simultaneously after the bank holiday.
