Thank you for the opportunity to comment on the 1-star draft of the 1993 Review of the Hong Kong Garrison Outline Withdrawal Plan, forwarded under Reference A.

2. My only comment concerns the need to maintain an intelligence gathering capability in Hong Kong until the final phases of the withdrawal. To this end, although the JSIS Hong Kong is responsible to CBF Hong Kong, I would have expected the draft to contain a paragraph to the effect that:

"The integrity of an all source intelligence capability in JSIS should be maintained to a level commensurate with CBF's intelligence requirements."

Subject to consideration of this point I am content for the Review to go forward.
