HONG KONG GARRISON WITHDRAWAL PLAN
47.
The planning and implementation lead times for the actions and
activities necessary to effect the Garrison's withdrawal from Hong
Kong by 30 June 1997 are such that preparation of the detailed Hong
Kong Garrison Withdrawal Plan by HQBF HK should now begin, based on
the policy guidance provided in this 1993 Review. Updating of the
threat context in which this Plan will be set should be achieved by
the maintenance for as long as necessary of the integrity of an all-
source intelligence capability in JSIS at a level commensurate with
CBF's intelligence requirements. Allied to the Hong Kong Garrison
