POLICY FOR THE DISPOSAL OF MILITARY EQUIPMENT

42. The current lengthy disposal process for military equipment in

Hong Kong is inappropriate to deal with the large volume of disposals

that will be generated by the drawdown of the Garrison. Currently, the

DCA directs that the back-loading of military equipment and stores to

the UK should be kept to the minimum

the minimum commensurate with military

requirements and priorities. Surplus equipment, after consultation

with the HKG, is sold wherever possible or destroyed locally. The HKG

has the opportunity to purchase any surplus equipment prior to local

sale. In addition to the DCA requirements, disposal procedures are

laid down in JSP 33619, which are implemented by the Director of

Defence Sales (Disposals) (D/D(S)).

43. There is a need to streamline the disposal process in Hong Kong

to ensure the minimum of delay during the drawdown, and action is in

hand to achieve this. Having established the items and timescale for

disposal, D/D(S) will be
