POLICY FOR THE DISPOSAL OF MILITARY EQUIPMENT
42. The current lengthy disposal process for military equipment in
Hong Kong is inappropriate to deal with the large volume of disposals
that will be generated by the drawdown of the Garrison. Currently, the
DCA directs that the back-loading of military equipment and stores to
the UK should be kept to the minimum
the minimum commensurate with military
requirements and priorities. Surplus equipment, after consultation
with the HKG, is sold wherever possible or destroyed locally. The HKG
has the opportunity to purchase any surplus equipment prior to local
sale. In addition to the DCA requirements, disposal procedures are
laid down in JSP 33619, which are implemented by the Director of
Defence Sales (Disposals) (D/D(S)).
43. There is a need to streamline the disposal process in Hong Kong
to ensure the minimum of delay during the drawdown, and action is in
hand to achieve this. Having established the items and timescale for
disposal, D/D(S) will be
be asked to delegate to
to HQBF HK disposal
authority for equipment and stores other than those identified by
equipment managers for return to the UK and by D/D(S) for sale by the
Directorate of Defence Sales (Disposals). HQBF HK should agree
procedures that will ensure that delays do not occur as a consequence
the consultation required by the DCA. Items remaining after
of
19
JSP 336 requires, where practicable, the sale of surplus equipment to the best advantage of the Crown and does not permit the local destruction or dumping of equipment without prior consultation with D/D(S).
