Thank you for passing me a copy of the above draft. I note that it takes into account our comments on earlier drafts. I have the following comments on the changes made on this draft:

i) paragraph 21: It is not so much continuing uncertainty about the scale of issue of British passports under the British Nationality Selection Scheme which may cause difficulties for recruitment and retention of LEPS as an expectation that the allocation for this category in the second tranche will be quite small.

ii) paragraph 47: I do not know what positive psychological operations activities are. Does this mean anything beyond an active PR policy? If it does go beyond that, I would have reservations pending a fuller explanation.
