1. Thank you for your comments on the draft paper circulated with my minute of 18 March. I have attempted to take them into account in the attached redraft: the amended text is shown in bold.

2. I'm afraid I must ask for comments/clearance by 1500 tomorrow 1 April 1993 so that the final version can be submitted, through CDS, to the Secretary of State before he goes on leave on 2 April. I realise this is unreasonably short notice, but I should stress that the Secretary of State has asked for a preliminary assessment, not a fully worked up plan, in order to inform a discussion between him, Minister (AF) and the appropriate Hong Kong experts. It is not meant to supplant or repeat what was agreed by the COS in the paper submitted to the Secretary of State with my minute of 9 March.
