In response to John Pitt-Brooke's minute of 15 March, I attach a short paper offering a preliminary outline assessment of the political, military and financial consequences of a faster reduction in the Hong Kong Garrison, in accordance with 24 Minister (AF) 's ideas set out in D/MIN (AF)/4/5/5 of 12 March Due to time constraints, it has not been fully staffed, and is not intended to replace the recently-agreed COS paper.

I understand the next step will be a meeting between Secretary of State, Minister (AF) and others, to discuss a preferred way forward. I stand ready to assist
