44. The impact on the DCA will be considered as a part of the normal

LTC process, with AAs raised as required.

There will be no 'through train' for financial matters beyond 30

June 1997. There may be some residual disposal tasks handled by

contractors but it should be assumed for planning purposes that all

major financial business will be completed before 30 June 1997. This

may require some amendment of the normal DCA procedures.

The planning and implementation lead times for the actions and

activities necessary to effect the Garrison's withdrawal from Hong

Kong by 30 June 1997 are such that preparation of the detailed Hong

Kong Garrison Withdrawal Plan by HQBF HK should now begin, based on

the policy guidance provided in this 1993 Review. Allied to the Hong

Kong Garrison Withdrawal Plan, and incorporated within it, should be

contingency arrangements for the evacuation

personnel in extremis during the final months of British Sovereignty.
