32/91 in 1991. The 1993 Review has been staffed at desk-level and is now enclosed for one-star staffing and comment as appropriate.

The staffing timetable for the 1993 Review was agreed by the HKSC at Reference D above, and milestone dates are as follows:

a.

Desk-level draft to be circulated 5 Mar 93.

One draft circulated 7 Apr 93.

b.

Two draft circulated 23 Apr 93.

d.

HODS draft circulated 20 May 93.

Paper to COS 1 Jul 93.

Staffing of the desk-level draft was completed successfully on schedule, and we are most

most grateful for the comments and proposed amendments received. All of these have been taken into account and incorporated (in some cases with further textual modification) or discussed separately with the originators. The relatively few proposals for amendments have allowed circulation of the one-star draft some 7 days ahead of schedule. New and amended text consequent upon the desk-level staffing is shown in bold text in the one-star draft. We are grateful also for the informal exposure of the desk-level draft at one-star level: which should facilitate timely completion of the next staffing phase.

Addressees will note that the one-star draft continues to make the two important assumptions made in the earlier draft:

a. That the MOD policy paper at Reference E above has

received Ministerial endorsement. This paper has been

approved by CDS and forwarded to SofS, but may be affected by related proposals made by Min(AF), and which are currently being considered by Sofs.

b. That current difficulties over the Defence Costs Agreement (DCA) issue have been resolved.

5. Should either of the assumptions at paragraph 4 above prove to be invalid in the future, while the 1993 Review is still in the process of staffing,
