That the MOD policy paper at Reference E above has received Ministerial endorsement. This paper has been approved by CDS but has not yet been forwarded to Sofs.
b. That current difficulties over the Defence Agreement (DCA) issue have been resolved.
Costs
Should either of the assumptions at paragraph 3 above prove to be invalid in the future, while the 1993 Review is still in the process of staffing, later drafts will be modified to take account of any changes of circumstance. It is hoped that the position will be clear before circulation of the 1* draft.
