I have been asked to produce a preliminary assessment of the military, political and financial implications of Minister (AF) 's proposal, prior to a meeting of interested parties with the Secretary of State. A first draft is attached and I should be DMO will note that I have grateful for comments/contributions specifically asked for an input on the operational value or otherwise of bringing back the
