whatever is agreed, there will be a need to place reinforcement and evacuation JTPS on a higher alert during last 6-12 months; this will have force implications which need to be identified in the review;

the review needs to determine whether the RN patrol craft are being retained because we believe they have a useful function or simply to meet the requirements of the Hong Kong Government;

the paper needs to recognise that if the HKMSC ceases to function in 1996, specialist individual reinforcements will undoubtedly be required to help run the Garrison in the last 6 months;

we need to consider what messages we want to send between now and mid-97 about our interests in the area after withdrawal.
