CONCLUSIONS

49. The conclusions of the 1993 Review of the Hong Kong Garrison

Outline Withdrawal Plan are:

The new concept of operations for BFHK requires a Garrison

minimum strength of two battalions (paragraphs 9 to 11).

b. The principle that members of the Garrison will require to

deal directly with the PLA well in advance of the actual handover

should be clearly established (paragraph 12).

C. HQ BFHK should be given authority to apply a policy of

disposal of military equipment by exception (paragraphs 13 and

14).

d. The Second Gurkha Battalion should be withdrawn by October

1994 (paragraph 15a).

Subject to confirmation in the 1995 Review, the last Gurkha

battalion should be withdrawn in December 1996 and the final UK
