Once it seems likely that military support may be needed, the RHKP and BFHK would establish joint operational headquarters at regional level. At the Territory level of command HQBF will operate initially from HMS Tamar and will be known as HQBF (Main).

Liaison teams will be

be sent to HQCCC and RCCCS at an early stage. When required, a tactical headquarters led by Chief of Staff, HQBF, with a strong support staff, will deploy to HQCCC to conduct joint planning and co-ordination functions with the RHKP.

of exercising command of BFHK from HQCCC for extended periods.

Actual command and control of IS operations would be vested in the appropriate RHKP and military commanders using the normal chain of command. Operations would be co-ordinated at Regional level.
