SECURITY FORCES MOBILISATION FOR INTERNAL SECURITY DUTIES

The

operational responsibility for the maintenance of law and order in Hong Kong rests with the Commissioner of Police (CP). The Police are well-equipped to handle all outbreaks of civil disorder.

Should the situation require it, a decision to call for Military support may be taken by the Governor.

THE POLICE

If civil disturbances are considered likely, the CP is responsible for bringing the Police Force to progressively higher states of readiness by means of cancelling leave, mobilising Force Internal Security Units and issuing warning orders to Auxiliary Police units. The following steps would usually be taken in sequence, although certain stages could be combined or omitted :

after consultation with CP a Regional Commander will reform his resident Police Tactical Unit (PTU) Company and/or Emergency Unit (EU) Company and activate them into their Internal Security mode. On instructions from CP. adjacent Regions may also directed to form their Regional Reserve;

when the CP issues this order, all Police Tactical Unit (PTU) Companies (and Regional Emergency Unit (EU) Companies if required) will reform into their Internal Security Structure .
