19.

In these circumstances, the Director-General of Industry (who is also designated the Director of Oil Supplies), would be responsible for procuring additional supplies of fuel oils etc., and for determining how existing stocks within the territory should be allocated if rationing proved necessary. The headquarters of the oil supplies organisation would be located at the premises of the Shell Company of Hong Kong, which would co-ordinate the operations of the other oil companies.

20.

The main tasks would be to maintain

fuel oils etc as follows :

deliveries of

(a)

distribution through normal possible; if not, through selected outlets on a priority basis to the Security Forces, Fire and Ambulance services,

of automotive fuels retail channels if

undertakings

public

and other

transport

essential

organisations;

(b)

(c)

(d)

(e)

(f)

distribution of domestic kerosene through normal retail channels if possible; if not, through selected outlets throughout the territory, mainly near public housing areas;

provision of aviation fuel to airlines at Kai Tak on a normal commerical basis if possible; if not, through arrangements co-ordinated by Shell;

the

generating

provision of fuel oil to electricity and companies; and

gas

distribution of liquid petroleum gas (LPG) through normal channels for as long as possible, except that retail agents will be required to return one empty cylinder to the wholesaler for each full cylinder supplied;

maintenance of supplies for furnace fuel to hospitals, prisons, water supplies installations and other institutions.
