As the complex nature of power stations makes them vulnerable to sabotage

by people with

sufficient technical knowledge, all power stations and certain other electrical installations are designated key points.

If only a limited amount of generating capacity was lost, the links between the CLP and HEC supply networks would enable one company to make up the power deficiency of the other. In the event that there was insufficient capacity available from both companies to meet the demand, the companies would resort to load-shedding. If possible, only selected industrial consumers would be denied power.

The imposition of a curfew or the widespread ceasing of work would reduce the industrial demand for electricity.
