If a significant number of buses went out of service, for whatever reason, it would be necessary for the Transport Department and the bus companies to suspend normal services and to implement pre-planned emergency transport network which would concentrate on delivering passengers to other mass carriers such as the railways.

The Mass Transit and Kowloon-Canton Railway Corporations (MTRC and KCRC) would endeavour maintain normal passenger services during an emergency, but these might have to be curtailed during curfew periods or on the advice of the Police.

Sections of the railways and individual could be closed at short notice if and arrangements exist to designate stations and certain railway installations as 'closed areas' (see Part IV paragraph 24). These actions might be necessary if there was a curfew in certain areas, or if the Police wished to discourage crowds from travelling to a particular trouble-spot.

railway systems could be used for the carriage of Police Units, other essential personnel and essential stores.
Ferry Companies

Normal ferry services would be maintained if circumstances permitted, though timetables might have to be adjusted in the event of a curfew.

If cross-harbour traffic through the tunnels or on the MTR system was disrupted seriously, it would be necessary to divert ferries from other frequent cross-harbour
