theft of explosives for sabotage purposes, the Commissioner of Mines may be empowered to remove industrial explosives from licensed stores to a Government explosives depot.

CORRECTIONAL SERVICES DEPARTMENT

Commissioner for Correctional Services responsible for maintaining prison accommodation for those prisoners whose release in an emergency would prejudice law and order.

In the event that a large number of people are required to be detained for curfew-breaking and other offences, certain Correctional Institutions, and Addiction Centres could be redesignated as prisons.

If necessary, emergency legislation could be brought into force to allow the release of certain categories of prisoners in order to make room for prisoners arrested during disturbances.
CUSTOMS AND EXCISE DEPARTMENT

During an internal security situation the Commissioner of Customs and Excise will be responsible for providing uniformed and disciplined units of Customs staff to escort food convoys, in addition to ensuring the continuance of customs and excise tasks on a skeleton basis.

The Commissioner will also be responsible for monitoring the supply of reserved commodities (e.g. rice, and frozen meat and poultry) and regulating their distribution.
