TELEVISION AND ENTERTAINMENT LICENSING AUTHORITY (TELA)
INTRODUCTION
This plan sets out the steps to be taken by TELA officers when the Information Policy Committee (IPC) is activated by its Chairman.
RESPONSIBILITIES

The
Commissioner
for Television and Entertainment Licensing (CTEL) will be responsible for monitoring the local TV and radio stations for the purposes of ensuring a balanced and accurate account of events, and preparing summary reports of media coverage.

In the event that it proves necessary to broadcast material, CTEL and his staff will be responsible for examining and censoring it.

CTEL will be a member of the IPC and will advise that body on matters relating to the local TV and radio stations.
5.
TELA's responsibilities
outlined as follows :

(a) to monitor all television and sound broadcasting transmissions originating in Hong Kong and to report thereon to the IPC;
(b)

and
to maintain close contact with the licensed
television
sound broadcasting organisations in Hong Kong and to assist and advise them on the presentation
of programme material
during emergency conditions;
to examine and (if necessary, desirable and feasible) censor material prior to transmission;
