The role of the CNTA in the event of civil disturbances is:

(a) to act as a direct link between the

Government and the local population;

(b)

to maintain and, if necessary, improve

public morale

through the explanation to Government's policies and public

correct

misconceptions, to develop a wider understanding among the public of the Government's aims and to generate public confidence in the Government;

to

distribute through the District Offices and Sub-offices and Public Enquiry Service Centres publicity and information material, answer enquiries and give advice and guidance to members of the public;

to advise Government on deficiencies in public information and on appropriate measures to make good such deficiencies and to assist in this wherever possible;

to keep Government informed of public reaction and to initiate proposals for changes of policy as necessary;
