liaising with contractors and assisting in the procurement of additional resources from the private sector;

in conjunction with the GSECC, establishing priorities for public works, including essential works for the private sector;

authorising departments to undertake work outside their normal functions,

and

organising such other emergency measures as might be necessary (e.g. initiating requests to GSECC for the implementation of emergency legislation).
