Operations on the Border

18.

The RHKP is responsible

for enforcing the

law in the border area. The Field Patrol Detachment (FPD) of RHKP is responsible for anti-illegal immigration duties.

All Hong Kong territory along the land frontier should be,

and should be seen to be, regularly patrolled by our security forces. These patrols should include the south bank of the Shenzhen River.

However, the river itself is out of bounds, except in emergencies. Although it is British territory, according to the 1898 Convention, it is in practice of value only to the Chinese, for access to the port of Shenzhen, and they patrol it.

Incidents Involving the Chinese Authorities

In dealing with incursions, or similar incidents on the land border, it should be borne in mind that such occurrences are likely to be the result

misunderstandings, rather

of

premeditated

than

a

plan to embarrass or inconvenience HKG. They should therefore be handled with tact and restraint. Local commanders should inform Frontier Command and Control Centre (FCCC) as soon as an incident occurs. FCCC will then report to District Commander/Frontier and to HQCCC.

HỌCCC will inform Security Branch (if the incident is serious, and occurs outside office hours, Security Branch Duty Officer should be told). It will usually be possible for the Police Border Liaison Officer to resolve the problem in discussions with his Shenzhen opposite number.
