The Secretary for Monetary Affairs will hold reserves of $5, $2, $1, 50%, 20% and 10% coins and will monitor stocks in the light of reserve levels deemed appropriate.

Authority to Incur Expenditure

6.

On the outbreak of an emergency, controlling officers of Government departments/Auxiliary Emergency Organisations (as defined in the Public Finance Ordinance, Chapter 2) will have authority to incur expenditure (i.e. to make payments and/or to incur commitments) as follows :

(a)

(b)

(c)

for the services for which provision is made in Hong Kong's Estimates of Expenditure to the extent of the provisions made available and under their control;

for the pay and allowances of members of an Auxiliary Emergency Organisation (eg. CAS, AMS) under their control at the authorised rates for the members actually employed from time to time provided provision has been made as at (a); and

for other essential emergency

expenditure not covered by (a) or (b), to be incurred by a controlling officer in accordance with sections 15 and 21 of the Public Finance Ordinance, Chapter 2.

Units of the Auxiliary Emergency Organisations will compile pay rolls, including pay and allowances at the authorised rates, on the forms and, as far as possible, in accordance with the procedures normally in use prior to the emergency.
