By virtue of the nature of their work, FTU unions have a very extensive communication network throughout Hong Kong and their mobility enables them to quickly react to any situation.

In
recent years, the FTU has adopted a cooperative attitude to the Government. During labour disputes, FTU unions have assisted the Labour Relations Service of the Labour Department in effecting settlements.

The FTU remains however an organisation which could cause HKG considerable problems, if ordered to do so.
It has an important role in the United Front Campaign and is taking an active interest in local politics, including the District Boards.

In recent years, the neutral and independent trade unions,
many of which are white collar or civil service unions, have increased their membership and expanded their influence. They have become more active in their fight for better benefits and protection for workers or "social justice". They have become serious challengers of the FTU-led unions.
TYPES OF TROUBLE

There is little likelihood of a general strike in Hong Kong as long as the present political situation continues and there is reasonably full employment.
The labour troubles that may emerge in a civil emergency are :
(a)
strikes,
including sit-in strikes, sympathetic strikes, and unco-operative action such as work-to-rule;
(b)
lock-outs by management;
(c)
intimidation of loyal workers and management; and
(d) holding of managers as hostages.
