PART II

CENTRAL GOVERNMENT

In

any internal security situation which may arise in the Territory it will be of utmost importance that:

(a)

(b)

the Security Forces maintain law and order on the streets and control all activities which may threaten public order (control);

the essential public services are maintained as far as possible, and the Government effectively sustains and co-ordinates the efforts of its Departments

and

the essential utilities to minimise the effects of the disturbances (containment); and

following

an assessment of the situation a political solution to the main problem is effected as quickly as possible (cure).

During civil disturbances general policy matters will continue to be decided by the Governor in Council. The Governor's Security Committee (GSC) will meet more frequently. Its role determine security policy and implementation. The members of GSC are :
