As manpower commitments elsewhere might make it impracticable to provide police or military guards for all CED depots and Control Centres, PGCE and PGGE will prepare consolidation plans for depots and Control Centres, PGCE and PGGE will prepare consolidation plans for depots and control points to minimum protection requirements.

the event
that normal telephone communication becomes impossible, radio-telephone links will be used. (For telephone numbers see the Annexure to this Part.) The radio network system in Port Works Division of 5/F of the Civil Engineering Building communicate with HD, DSD and EMSD. Furthermore, DCE has a telephone in his official vehicle, and both
PGGE have mobile telephones.
