SEAMEN

INTRODUCTION

The Marine Department Seamen's Recruiting Unit will liaise between Government and Hong Kong seamen serving on board ocean-going vessels.

GENERAL

On the advice of EPOCC, the Director will make suitable arrangements in respect of the following :

(a)

provision of accurate information to ships' crews about the emergency;

(b)

prevention of unauthorised visitors to ships in port (in co-operation with shipmasters and the Police); and

(c)

encouragement to owners to permit

seamen freedom to leave their ships in cases where there is danger of high tension between different factions.

ADMINISTRATION

3.

The Seamen's Recruiting Unit will be headed by the Principal Surveyor of Ships (Crews Branch). He will be assisted by the Senior Marine Officer (Crews Branch) and other members of the Crews Branch staff.
