If the abattoirs are not working, the lairages will probably fill up after a few days. Cattle from places other than China cannot be returned to ports of embarkation and would probably die if not landed in Hong Kong within three days of arrival.

If landed, cattle require quarantine facilities. Appropriate arrangements will have to be made with the Director of Agriculture and Fisheries, in his capacity as Controller, Food Unit, for dealing with cargoes of livestock arriving from China and elsewhere.
PRIORITY FOR ROYAL NAVY BERTHING

At any time during an emergency the Captain-in-Charge, Hong Kong, may require additional berths for Royal Navy and other vessels at short notice.
COMMUNICATIONS

Where possible, the telephone will be the normal method of communication. However, the Marine Department has comprehensive radio-telephone, telex, facsimile and teleprinter networks in association with a number of Government departments and commercial organisations.
