Hong Kong has experienced a number of potentially unsettling events but none of these has affected the personal livelihood of sufficient numbers of people to spark widespread unrest. The well being of the economy and the abilities of the police force have been major stabilising factors.

The principal threat to security lies in the escalation of flash incidents against a background of severe economic or financial breakdown or changes in China's political situation.
