ORGANIZATION OF MARINE DEPARTMENT IN A CIVIL EMERGENCY
INTRODUCTION
The Director of Marine will provide, as far as possible, for the continuance of the essential facilities of the port during any intensive civil disturbance.
THE EMERGENCY PORT CONTROL COMMITTEE

In the event of civil disturbances an emergency body to be known as the Emergency Port Control Committee (EPOCC) will be established to advise the Director of Marine on all matters affecting the emergency operation of the Port. composition of EPOCC, together with a list of members who may be co-opted, having regard to any particular set of circumstances, is at Annexure 'A' to this Part.

In an emergency EPOCC will be responsible for advising the Director of Marine regarding the manner in which essential port services can be maintained. Thereafter and acting on such advice, the Director will issue the necessary instructions to those concerned.
4.
The five departmental emergency units responsible for implementing these instructions are :
