In this respect, the Director of Marine has powers under section 16(c) and (d) of the Shipping and Port Control Ordinance, Cap. 313, to give directions to an owner or his agent or to a master, or other person who appears to the Director to be in control over a vessel, as to the place and manner in which a vessel shall be berthed, moored, anchored or secured and for the removal of a vessel from any berth, mooring or anchorage to another berth, mooring or anchorage.

The degree to which cargo handling work could recommence subsequently would depend on :
(a)
the general law and order situation;
(b)
(c)
the ability of cargo operators to remove cargo already discharged onto the public waterfronts and wharves;
the danger of looting; and
(a) the amount of protection which can be
afforded to stevedores and other staff.
EMERGENCY ARRANGEMENTS FOR DISCHARGING CARGO

During an outbreak of disturbances, the Director of Marine may, at his discretion, arrange for certain stevedoring companies to continue or resume discharging cargo from ships at wharves or buoys into their lighters. Where possible, towing facilities will be provided by the stevedoring companies concerned.

If by reason of the emergency the stevedoring companies are unable to provide the necessary vessels (because, for example, of striking crews) the Director may, in his capacity as a competent authority under regulation 68 of the Emergency (Principal) Regulations Cap. 241, and if it appears to him to be necessary or expedient to do so in the public interest, requisition any launch, lighter, boat or other craft, and any ship or vessel, and may give such directions as appear to him to be necessary or expedient in connection with the
requisition.
